bq. The only thing this patch does is that it adds hugo automatically in case
of Jenkins builds, It just makes it easy for us when we do releases.
The current set of patches do neither of those things:
* Yetus isn't going to fail it if it isn't there.
* Since hugo is being added below the CUT HERE line, it won't be part of the
Docker image that create-release or Yetus use
