Some additional comments:

HADOOP-14163 is finished (by me) and reviewed (by Akira), also the topic is 
discussed multiple times in the dev mailing list. I regulary update the patch 
according to the latest change on the original site, but in the mean time I am 
just waiting to apply the patch. I would like to celebrate hadoop 3.0 with the 
new site. If you have time [~aw], I would highly appreciate any help to make it 
live. Recently I added a step by step plan, what (as I see) should be done to 
use the new site

2. I totally agree with [~aw] that a generated internal help, couldn't replace 
the hadoop docs site. I think we need both of them and all the information 
should be availalble from both source.

3. I modified the title of the issue to emphasis that it's an optional step.

4. One of the reason why I prefer hugo is exactly the problems which are 
introduced by npm/bower/webpack/yarn. I am working with old hadoop/tez/spark 
builds every day and I know a lot of problems about these js dependency tools 
(for example: old bower doesn't support proxy, by default npm doesn't use fix 
versions from the dependency). The version problem could be solved by yarn(yarn 
as js tool), but I think a single binary which is available at all plaform is 
far more safe on longterm use.
