[^HDFS-12919.000.patch] might be a little heavy to review.
We can go with a simpler patch where we don't throw an exception for the
{{setErasureCodingPolicy()}} and implement the EC stuff in a different JIRA.
Is there any end-to-end test that submits MR jobs and uses a mini cluster?
