[~linyiqun], while implementing this, I realized that the {{RouterRpcServer}}
was becoming massive.
I think we can create modules for sets of functions (in this particular case
erasure coding).
You may want to do something similar for the {{RouterRpcServer}} side of the
quota management in HDFS-12934.
Take a look at [^HDFS-12919.008.patch] and let me know.
In addition, as I mentioned in HDFS-12934, I added a couple helper functions
for merging results, etc.
