bq. Another way, we don't have to let quota usage be Real-time updated. We can
create a task for querying these info from subclusters and update cache map
periodically. In this periodical task, we will also write out quota usage into
state store. So we can display quota usage in web UI. I prefer this way.
I like this idea. Internally we have the same discussions on the quota support,
and most agree on offline idea, given that RPC call is in the critical path.
