[~linyiqun], thanks for [^RBF support  global quota.pdf]; it looks good and it 
helped me understand better.
A couple minor things:
* I think we should have flags to enable the quota system at the Router level 
(basically making sure we don't run additional services).
* I guess we also want to implement the {{setQuotaSpace()}}.
* I didn't get what you meant about {{ClientProtocol#getQuota()}}; will we 
implement it or not?

As you mention, it might not be that big and fit in a single JIRA; feel free to 
give it a try.
