Thanks [~linyiqun], I think I tackled all your comments.
I left the one about defining the time to enter in safe mode as I think is more
intuitive than a factor (changed the name).
For the SafeMode one, I switched it but I need to test what is the behavior.
The goal here is that when we have a Router in safe mode, the client would
switch to another one.
With standby that's the behavior, but not sure about safe mode; I may create a
{{RouterSafeModeException}} which inherits from {{StandbyException}}.
