Two comments that can be addressed later:
# NO_CHECKSUM_WITH_DATA - this can be arbitrary string so it can be a more
detailed sentence.
# ChunkLayoutVersion can be an enumeration similar to NameNodeLayoutVersion.
Not a blocker to commit.
