Thanks [~xyao] for the clarification.
It looks like the java.io.tmpdir is set to
"C:\Users\jenkins\AppData\Local\Temp".
I think this location should be fine to read/write.
It looks to me like the original issue is the failure to load the DLL.
Once that fails the location must get locked and then it fails.
Maybe doing a proper cleanup might solve most of the failures but I still don't
see the real root cause.
