I confirmed that the original error is the failure to load the DLL but I
couldn't find the root cause.
All the options errors are caused by the first one locking the DLL location.
We should try to fix the DLL load issue but not sure how.
For now we could have what I posted in [^HDDS-142.patch] and open a separate
JIRA to try to fix the RocksDB initialization on the Windows unit tests.
