Now the test runs in 0.8 seconds so we are good there.
As a principle, I would still do what [~linyiqun] mentioned and use
{{@BeforeClass}}/{{@AfterClass}}.
Minor comments:
* I would make the {{assertFalse(router.isQuotaEnabled());}} as {{@Before}}.
* The text for the unit test should be: {{"The XXX call should fail."}}
Other than those and what [~linyiqun] mentioned, this LGTM.
