I think for emitiReplicationRequestEvent, we need to check chillmode Status
initially during cluster start. As there is a proposal to use the percentage of
container reports(HDDS-2), and then come out of chill mode. So, after exiting
chill mode, we can check under replicated containers, and schedule the
replication. Correct me if I am missing something here.
