It is fully functional and the packaging is complete as well (it is shared with
hadoop-common).
The only missing part are the native testcases.
It introduces a new Maven module, hadoop-project-distro. This module is the
parent of hadoop-common & hadoop-distro and all common build instructions are
in that POM (forrest, findbugs, checkstyle and TAR packaging).
It also adds Apache Maven2 SNAPSHOTs repo to the hadoop-project POM. This
allows to build from any module level using published snapshot versions for the
modules that are not being built.
