IMO,we can add client protocol support in HDFS-13891 so that all the
client-protocols can be addressed.(and no need to have seperate branch for
this,as already we've two branches for RBF).If you agree, I will add in that
umbrella.
And I didn't get the extra advantage over having separate class
(RouterStoragePolicy) ,even this will create one extra object which is almost
similar to RouterClientProtocol.
anyway now router clientprotocol isn't heavy.
