When I ran tests, I got a failure

11:25:29.444 INFO 2018-10-02 18:25:29 ERROR ChunkGroupOutputStream:274 - Try to
allocate more blocks for write failed, already allocated 0 blocks for this
write.
copyFromLocal: Allocate block failed, error:INTERNAL_ERROR
{code}
This was the command that was run by robot.
* ozone fs -copyFromLocal NOTICE.txt o3://bucket1.fstest/testdir/deep/

I will wait for a day to hear comments if anyone has any before committing.
Also the trunk is broken right now, so will have to wait for that to be fixed
too.
