Thanks [~anu], for the review. The block allocation failure which has mentioned
here more often happens because of no operational pipeline in the system. Need
to check the logs if it happens repeatedly. Also, I think we may need a better
error code here to identify the real issue rather than "INTERNAL_ERROR".
The patch looks good to me as well. I am +1 on this.
