Thanks for contributing the patch [~candychencan]. When the client setting is
undefined, the client cannot pick the port number from {{ozone.scm.names}}. It
should substitute the default client port instead.
The goal here is to avoid having three separate settings for SCM hostname.
Ideally the client should learn of SCM address from the OM, so we only need a
client-side setting for the OM.
Let me think a bit more how this can be simplified. cc [~anu].
