Thanks [~brahmareddy] for the comments.
I added [^HDFS-12284-HDFS-13532.013.patch] which sets the spnefo property and
the file State Store.
This should get rid of all the issues.
I'll open a separate JIRA for the hdfs-rbf-default.xml.
We have tested this pretty extensively for the last couple weeks and I think is
ready to go in and unblock HDFS-13358.
