Even if init is idempotent there are certain gains in keeping them separate.
Both are different steps and might be performed at different stages in a
cluster lifetime. Also security and validation requirements might be different
for them. Keeping them separate will allow them to evolve independent of each
other. Also i think it simplifies things for admin. We don't support format
right now but it is common requirement in qa/dev clusters so we might have to
add it soon.
