bq. We don't support format right now but it is common requirement in qa/dev
clusters so we might have to add it soon.
We should never ever ever support reformat. :) Even HDFS re-format is broken
and unusable since it only formats the NNs and leaves the DNs unable to connect.
If admin really wants to format the cluster it is trivial to write a script to
wipe out the metadata/data directories on all nodes. :)
