I agree in the approach but I think we should isolate WebHDFS changes to
hadoop-hdfs-client and HttpFS to hadoop-hdfs-httpfs.
So I would fix WebHDFS first and then this one.
BTW, HDFS-12459 is in a weird state as it is reverted but the JIRA is resolved
and fixed.
We should mark that is reverted or in progress somehow.
Regarding deprecating GET_BLOCK_LOCATIONS, not sure if we will be able to do it
as it is the only API with block ids.
I guess it is not completely needed and one shouldn't care about blocks as they
do for WASB or S3.
