I would do this one after HDFS-13358 (setting it as a dependency) to make it
easier to handle.
Basically, the changes are:
* RouterJspHelper. Do we want to keep referring to NN there and make it easier
to merge at the end or should we start using Router naming?
* RouterUserProvider. This looks pretty straightforward. Where do we use this
class?
