Hey [~xiangheng]. This jira is about ZKFC working correctly with Observers. The
failover part is targeted by HDFS-13182, not here.
Here we want to
# prevent ZKFC from commanding Obserbers to transition to SBN
# prevent Observers from participating in ANN election, so that it could never
be a target of a failover.
One way to achieve this is to not start ZKFC on Observers. Then ZKFC doesn't
need to know about Observer state at all.
Another possible way is to make ZKFC aware of Observer state. I don't know yet
which is preferrable. Will be glad to hear your thoughts.
