There is no contradiction. It's just stages. In this jira we want to make ZKFC
do failover to SBN just as it does without Observers. With this fix Observers
will not be used for failover. They can become failover targets when Observer
is transitioned (say manually) to Standby.
The goal for HDFS-13182 is to go further and make it possible to failover
directly to Observer. It will still have to transition to Standby in the
process, but it will happen automatically.
Hope this makes sense.
