Uploaded the separated part at HDFS-14218.Added UT for the same.

No doubts this could be a scenario,Where multiple destinations are there and 
they have different EC policies,But ideally if we are operating to router only 
then it won't come up this is when we are operating at individual subcluster 
level too. If we give blank in the genuine case also it won't give the 
ECPolicy. If we do the ls -e command and with single dest it would be giving EC 
policy but for multi it wont't.This would also create wrong perspective.

In general regarding owner and permission settings also we had this concern,but 
at the router side in case of multiple results from multi dest, the flow we are 
following as of now is return the first result.
