We have a unit test to make sure that there are no invalid commands -
{{TestOzoneManagerRatisServer#testIsReadOnlyCapturesAllCmdTypeEnums}}. We also
plan to add more pre-checks to client requests in a separate Jira. Will include
this check also there.
I have addressed rest of your comments in patch v03. Also fixed the related
unit test failures and checkstyle errors.
