[~msingh],Thanks for updating the patch. I have two minor comments. Rest all
looks good to me.
1) ScmBlockLocationProtocolClientSideTranslatorPB.java : The javadoc needs to
be updated here accordingly.
2) Let's have the block allocation limit (equal to a container size), so that
we don't ever hit the hadoop rpc payload limit in case.
