Yes, when Ozone merge vote happened; there community wanted a clear path on how 
HDFS would be able to use HDDS. That is the primary reason that HDDS is not 
part of Ozone. So we have to keep that long term goal in mind.

So Ozone depends on HDDS and we need to build both projects, but moving HDDS 
under Ozone would imply HDDS is part of Ozone, instead of a dependency of 
Ozone. Just sharing the history. I vote to keep it as is, since HDDS can be 
consumed by other storage layers.
