Review comment:
This is a 3 liner class. I would prefer to avoid additional dependencies
just to have something similar. Especially from the very volatile ratis.
(Similar: we have a lot of dependencies on hadoop- projects but most of the
time we need just a StringUtil. We have a lot of unnecessary transitive
dependencies just because this)
