I agree. I believe I saw that flag in individual test cases (not just HDFS-9776 
, and HDFS-15461 ).
[~aajisaka] Instead of reverting Jiras, I suggest we file a new jira that will 
refactor the usage of that flag in all the unit tests.
 This will reduce the work for others because those jiras were already 
cherry-picked in 3.x branches.
