HDFS-15120 already support
BlockPlacementPolicyDefault#dfs.namenode.block-placement-policy.exclude-slow-nodes.enabled
reconfigurable. But the current way I think is heavy. Do we need to support
alone logic make excludeSlowNodesEnabled reconfigurable？
