[PR](https://github.com/apache/hadoop/pull/4441), and have some different
points, like:
- Proxy always with AlignmentContext, like RouterGSIContext which contains a
boolean flag, like enableObserverRead
- Always update the lastSeenStateId from active
- If enableObserverRead is false, updateRequestState will not set
lastSeenStateId in RPCHeader
- It's easily to dynamically reconfigure enableObserverRead.
I'm hope that we can continue push this Feature forward. Please help me
review it.
