Thanks [~Lei Yang] for your Great proposal! One concerns, we evaluate the 
request if high- or low- priority based on user only, but not all requests from 
this user are always high or low priority in fact. So in my opinion, is it 
possible to provide parameters to end-user to assign their own priority? 
Certainly, one corner case is that all end user may assign their request to 
high-priority, for this situation it should fallback to the current FCQ or FIFO 
module. What do you think about? Thanks.
