One question: given that you removed DFS_NAMENODE_UPGRADE_PERMISSION_DEFAULT,
can we not also remove DFS_NAMENODE_UPGRADE_PERMISSION_KEY?
Other than that, the patch looks good to me. +1 pending Jenkins and an answer
to the question above.
