Most of the credit here belongs to Elliot, since I just tweaked his code from
HBASE-6409 a bit.
Tested by running the TestMutableMetrics unit tests, and also starting up a
Namenode and jstack'ing it to check that there's only a single MetricsExecutor
thread.
