This has been discussed quite a bit in HDFS-3077. The rationale is
simplification and being the same as a well-proven ZAB protocol. ZAB/Paxos are
complex and if we stick to proven protocols it makes it easier for folks to
understand and maintain. Further, in order to make HA rock solid, it makes
sense to stick to well proven solutions to the degree that those solutions
apply.
