startFileInternal() increments genStamp and passes it to FSDirectory.addFile()
as a parameter, while the addFile() simply ignores the generationStamp
parameter.
We should remove the call of nextGenerationStamp() in startFileInternal() and
eliminate the redundant parameter in FSDirectory.addFile().
