I'm attaching a patch that implements a new URI, /startupProgress, in the
NameNode's HTTP server. Clients may issue a GET to this URI and receive a JSON
representation of the startup progress information that was tracked in
HDFS-4372. This is intended to support external management UIs, such as Ambari.
I'm not clicking Submit Patch yet, because this patch is dependent on the
HDFS-4372 patch.
