I'm attaching a patch that changes dfshealth.jsp to display the startup
progress information that was tracked in HDFS-4372. I also needed to add some
checks to prevent attempting to access the FSNamesystem or the RPC server
before they get initialized. This is a consequence of starting the NameNode
HTTP server earlier in the startup sequence. (Those changes are in HDFS-4372.)
I'm not clicking Submit Patch yet, because this patch is dependent on the
HDFS-4372 patch.
