{{requestShortCircuitFds}} needs to be done over {{DataTransferProtocol}},
because file descriptors can only be passed over a UNIX domain socket, not a
TCP socket. This will also enable us to do data transfers over UNIX domain
sockets at some point, which may give better performance on some configurations.
