The effort was to convert the xdocs to APT. Look at the titles of this JIRA: 
HADOOP-8427

Also, it looks like you were aware of this and even thanked Andy for working on 
converting all the docs to APT format in [this

I understand that you didn't want to personally write the snapshots user guide 
in xdoc, so I produced a patch to convert it myself. Even if xdoc is 
theoretically more expressive than APT, there's nothing in the snapshots user 
guide which could not be expressed in APT. Given that, let's be consistent with 
the way the rest of the docs are implemented.
