The title of HADOOP-8427 is "Convert Forrest docs to APT, incremental", not
xdoc to apt. BTW, in case that you don't realize, forrest xdoc and maven xdoc
are not the same.
For the snapshot guide, I am going to add some links to the snapshot guide that
apt does not support.
