For HDFS-5201, I posted a patch that makes {{NativeIO#getMemlockLimit}} return
0 on Windows, to signify that nothing can be mlocked. I'm not opposed to
throwing an exception, but it just seemed easier for now... would definitely
appreciate compile testing under Windows for that patch and/or review.
Thanks for mentioning VirtualLock. We should check out whether that's the
right thing to use on Windows or whether mlock is better there.
