That code definitely compiles on Windows. The whole {{getrlimit}} code path is
much simpler now. Thanks!
I couldn't verify all the way though. Now that I can make it to the link
phase, I've got unresolved externals on {{mlock}} and {{munlock}}. Maybe
that's our answer on whether or not {{VirtualLock}} is required. :-) I'll
need to dig in and see if it's just a flaw in my Windows build environment.
I'm leaving HDFS-5201 open until I can run tests and verify completely.
