DFS is kind of a special case since a lot of users dig downcast FileSystem to 
get at HDFS-specific methods.

This is me being conservative about compatibility. Strictly by the annotations 
this is okay, but this kind of change has a small benefit for potentially lots 
of pain. Can we restrict it to trunk, and leave it out of branch-2?
