Lohit, you are right this phrase needs clarification. I will make a note to
update it in later version.
The idea is that the quorum is handled by acceptors. CNodes may or may not be
acceptors. If the failed CNode is not an acceptor, then it does not effect the
quorum. while if it is, then it does. I assume in the design doc that all
CNodes play all three roles: proposer, acceptor, and leaner. Which may be
different with ZKCoordinationEngine. It is handled by Coordination Engine.
