I am going to tag this as a blocker for 2.6.0, we need to start driving towards
clean Jenkins runs.
[~yzhangal], please reassign to someone who can investigate as I assume you
don't have permissions to ssh to the build slaves. Also please feel free to
downgrade if you disagree with the priority.
