Summary: Create FSDataInputStream & FSDataOutputStream isEncrypted() method
(was: Create FileStatus.isEncrypted() method)
Having the isEncrypted() method sit on FileStatus could create TOCTOU
conditions so it has instead been implemented on FSDataInput and
FSDataOutputStream.
