Attachment: HDFS-6843.004.patch
Revamped to be FileStatus.isEncrypted rather than
FSDataIn/OutputStream.isEncrypted(). Also, FileStatus.isEncrypted returns true
for directories that are in an EZ.
Submitting this for a test-patch run.
