Agree. It would be great if this can be done while fulfilling the local national specifications. I can imagine that the NHS has published the secifications for this like in Austria one can find at https://www.sozialversicherung.at/portal27/esvportal/content?contentid=10007.784638&viewmode=content for the eCard or at http://www.hauptverband.at/portal27/hvbportal/content?contentid=10007.693708&viewmode=content for the so called "Erstattungskodex", which is an electronic tool for all medication that is approved in Austria. >p.s.
